Applications Programmer - Mobile
Baltimore, MD – Two days a week onsite
Contract available till June 30, 2023

The Maryland Health Benefit Exchange (MHBE), an independent unit of state government, provides accessible, affordable health coverage to Marylanders. MHBE is responsible for the administration of Maryland Health Connection (MHC), the state's health insurance marketplace. Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children's Health Insurance Program (MCHP).
MHBE seeks up to two (2) Applications Programmers (Mobile Developers) to provide services to MHBE. The Applications Programmers will be responsible for understanding, defining, analyzing, coding, evaluating, testing, debugging, documenting, and implementing complex mobile applications for the Maryland Health Benefit Exchange (HBX) and other systems.
Duties / Responsibilities:
- Design, develop, maintain, and support mobile applications on React Native platform.
- Analyze and document mobile applications built on Native iOS / Android and convert them to React Native apps.
- Implement user interfaces on React Native conforming to interface designs provided by the UX team.
- Integrate React Native apps with complex back-end systems using REST API.
- Interface with business and IT teams to understand and translate business requirements into formal technical requirements and application code.
- Develop and execute quality unit test and integration plans/scripts to validate that application changes meet technical specifications.
- Assist in integration testing and work with business teams to complete acceptance testing.
- Participate in technical reviews during various stages of software and application development.
- Deploy and maintain the mobile applications on the App Store and/or the Google Play Store as needed.
- Adhere to all security, change control and MHBE Project Management Office (PMO) policies, processes, and methodologies. Note: The candidate must have the flexibility to work overtime as needed, including weekends, holidays, and off-hours.
Minimum Qualifications:
- A minimum of five (5) years of professional software development experience.
- A minimum of three (3) years of experience in Mobile Apps development and delivery in iOS, Android, or other platforms.
- A minimum of two (2) years of experience working with React Native Platform.
- A minimum of two (2) experience building customizable, reusable, and dynamic components using ReactJS, React Hooks, Redux, JavaScript, Typescript, HTML, CSS and NodeJS.
- Proven experience in mobile apps development for various form factors such as Mobile, Tablet etc.
- Proven experience integrating Native APIs with both Android and iOS platforms.
- Proven experience building pixel perfect, battery smooth UIs across mobile platforms.
- Strong knowledge of Mobile CI/CD pipeline and tools.
- Ability to work collaboratively with various technical teams, business users, managers, and other non-technical staff.
Preferred Qualifications:
- A minimum of four (4) years of experience in developing enterprise grade large iOS and/or Android applications with experience in deploying and managing mobile applications on the App Store and/or Google Play Store.
- A minimum of two (2) years of experience with analytics and crash logging.
- Working knowledge of build and deployment processes and releasing Code Push updates using MS App Center CLI or equivalent.
- Experience in developing complex mobile applications and services for the health insurance marketplace, healthcare or health and human services industry.
- Familiarity with various traditional and innovative project management approaches, tools, and phases of the project lifecycle.
- Experience with Agile software development practices.
- Experience working with the Project Management Office (PMO) processes, policies, and procedures.
