Position Title- Project Controls Specialist
Location-       Austin, TX, 78702 Only candidates for 100% on-site work will be considered
Duration-       6 Months (Possible Extension)

JOB SUMMARY

The Technical Project Controls Specialist II - IT reports directly to the Director, IT Project Management Office. This position is responsible for project control functions on IT Capital Projects. This role provides the leadership and maximizes the use of tools and systems necessary to effectively and proactively manage, control, and report on the project schedules, financial data, change control, report development, risk management, and other controls functions. This role is also responsible for providing customer-focused service and building positive and constructive relationships with stakeholders and customers, by understanding their needs, problems, and providing timely communication and service.

PRIMARY RESPONSIBILITIES
  • Develop the tracking of business processes related to schedules, financials, project baselines, and various other project management requirements.
  • Ensure Project Management Book of Knowledge (PMBOK) principles and methods are followed to protect the integrity of the projects.
  • Serve as the subject-matter expert (SME) for Capital Metro Enterprise Project and Portfolio Management (EPPM) tools and methodologies to ensure projects are delivered within the project's scope, schedule, and budget.
  • Monitor and report on project progress as required to internal and external stakeholders.
  • Oversee the project risk assessments and risk analysis and advise management of results.
  • Work with Program/Project Managers to analyze and approve contractor and vendor invoices based upon stakeholder approval of payment milestone deliverables.
  • Perform data collection and analysis, validate scope compliance and quality management.
  • Collaborate with Program/Project Managers to ensure the EPPM change management process is followed.
  • Monitor the collection and destruction of security-sensitive documents. Ensure standards for record-keeping, filing, and classification of physical and electronic documents are met.
  • Prepare agenda and presentation materials for management review(s) and other meetings, prepare and distribute meeting notes.
  • Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
  • Perform other duties as required and/or assigned in support of the Capital Metro Strategic Goals and the IT Vision, Mission, and Objectives aligned to these goals.
MINIMUM QUALIFICATIONS

Education and Experience:
  • Bachelor's degree in Business Administration, Engineering, Construction Management, Computer Science, Project Management or a related field. Related experience may be substituted on a year-for-year basis up to four (4) years.
  • Four (4) years of progressively responsible experience performing project control functions for capital projects.
  • Demonstrated proficiency using various software tools, such as Microsoft Project, Microsoft Office, SharePoint, and other Project Management systems.
  • Project Management Professional (PMP) certification preferred.
Knowledge, Skills, and Abilities:
  • Knowledge of project management methods, principles, and practices including risk analysis, scope control, and quality assurance.
  • Excellent organization abilities, analytical skills, and communication skills including the ability to effectively communicate technical information to a non-technical audience.
  • Be self-motivated and seek opportunities for continuous improvement of project management. Be a catalyst and a willing participant in organizational changes.
  • Ability to work independently; as well as, in a team environment in a matrix organization, partnering well with employees, management, users, business areas, vendors, contractors, and undertake duties and tasks as assigned without close supervision.
  • Ability to be a positive and constructive contributor in a team-based environment.
  • Knowledge of public procurement practices, recordkeeping, and management.
  • Ability to work on multiple projects and prioritize tasks as needed.
  • Strong interpersonal skills and ability to effectively communicate orally and in writing.
  • Ability to work and interact on a professional basis with supervisors, co-workers, contractors, stakeholders, government entities, and the public in general.
  • Ability to develop and maintain effective working relationships and to work in a team environment.
  • Must be detail-oriented, thorough, and well-organized.
  • Ability to prepare and deliver presentations.
